That dip is a very thin coating put on the stator lamination air gap ends to prevent corrosion. All of the high quality hubbies I've used have such a coating. Unfortunately the overwhelming majority of ESers follow the crowd in buying generic parts hubbies built for export only with one mindset, to maximize short-term profit. The result is motors which require modification before installing them on the bike.
