Ecotric 48v 13s wont function

New here. Appreciate this site. Ecotric 48c 13s about 3 years old wont power up. Green on charger. But wont work. Opened it up and I measured one vertical stand of 18650's at a slight negative MV. Got a couple new bms to pick from. Wont a new bms kick off due to low V?

So how do I charge the lowV stack?

Tried to use my Hyperion eos720i net charger at 18.5 with jumpers on each stack side But keep getting a balancer error. Unclipped the balancer (original one not removed).

Rambling as I'm trying to learn.

The Battery is most likely toast, but there may be salvageable cells. Measure the voltage of each parallel group. Post the voltages.

So how do I charge the lowV stack?

if by lowV stack you mean the negative voltage one, I wouldn't even attempt to charge it.
