Hydraulic brake sensitivity issue

Picked up 5 folding bikes with hydraulic discs, I have adjusted the levers, verified pad/rotor condition/alignment and braking is either all or nothing. After years of motorcycle riding and E biking with v brakes this is a complete different animal.
My concern is that in a situation requiring emergency braking, these bikes will come to an abrupt stop and no doubt throw the rider over the handlebars. Obviously you wanted to stop when needed, but not lock up solid.
Is there any way to adjust hydraulic brake sensitivity?

Not that i'm aware of.

I'd first suggest replacing the pads and wiping the rotor down with acetone or automotive disc brake cleaner (available at most auto parts vendors). Also, swapping to a smaller diameter rotor will also reduce sensitive, but at the expense of brake fade at higher speeds.

Also... Avoid touching the pads friction surface or the rotor surface with bare fingers after cleaning. The natural oils from your fingers also contaminates.
 
That one looks heavily modified. It may have been fitted with aggressive pads to get the bike to stop quicker.
