So I've been looking though my options, but it seems a bit over whelming. Though id ask for a little help

My previous bike was a Montagues with a 1000 watt hubby but it was stolen a week ago while i was at work. A few of my friends (great people) got together and pitched in to buy me a Sirrus Specialized, which is a 700c aluminum. Its a great pedal bike and it weighs just about nothing, but san francisco is just a little bit too hilly for me.

I'm hoping someone could help me sort though my options. I still want it to be light and be able to pedal on it so I'm not really looking for a hub. I also donbt have very much money for it ether, im looking at a budget of $250 usd :(.

I know how to solder and wire things, but i dont have the ability to fabricate, so im pretty much limited to what ever i can buy at a hardware store or online.

Thanks for your time

1st thing... Your bugdet is too low!
Best I could think of was a MAC 255rpm geared hub around 150-160 usd, ping 48v 20ah for 600 usd and a cell_man controller set to 30amps (dunno the price).
That should propel you to 45km/h in a 700c wheel on flat ground and still have enough torque to help you on steep hills.

Cell_man 350w geared kit is the cheapest and lightest option if shipped via sea.
But that will run you $200-$250 shipped for the ebike kit alone. Then you need batteries.

It will only do 18mph or so on stock voltage though. 44v ( 12s ) lipo would be a cheap battery that would get you into the 20mph zone though.

A MAC kit is going to cost you more like $300-$350 shipped via sea but it is way, way worth it.
I've owned both.
