I own a very old, no-name Ebike that needs a new battery. The battery that needs to be replaced is a 36V/42V - 20Ah pack that mount inside a special rack parallel to, and behind the seat post. I found only one result that is large/tall enough in my searches found here. It looks like it will be shipped from china and be imported to the USA. So my question is concerning the annoying laws that I know very little about that regard shipping Lipos. Is shipping this legal? Will the US prevent me from shipping this battery here? Should I be concerned about anything else? Anyone have a better solution for me who cannot make my own pack? Thoughts?

The seller is responsible for the shipping, and to fill the paperwork. The shipping company is responsible for transport regulations. You risk nothing else but never receive the package and have to claim a refund. This is not happening often. It does happen more often that Chinese suppliers do sell bad quality and for this, you have to check their feedback record.
