ping battery charger has the leds contsant flashing

try to full charge the battery first and look at the end of the charge with a multimeter you should see around 44 volts if remember for a 36 volt battery pack fully charge
red led is full and green is for balancing i think it was in 2009 my last ping battery so i am not sure about that but tell if you read around 44volt and you ok
if you just own a ping battery you must do 3-4cycle before see the full capacity of the battery so no hard riding for now

does it turn all the way off or just vary in intensity?

can you measure the gate voltage on the charging mosfet with the black probe on the C- or on the source leg?

is this a new battery and has something happened that you did not mention? what was going on before this started?

it seems to dim all the way down/off. I don't have a multimeter/volt meter at the house. I may have to pick up one.

the only thing that has been oging on for a few months that is different is the lights on the battery seem to take forever to balance. Even an overnight charge wont balance them sometimes. Sometimes i get the batteries to balance but after i unplug the charger immediately after 1 or 2 led on the battery turns off.

all bms lights used to stay on for a while.

I haven't tried to charge the battery since the charger started acting fishy a couple of weeks ago. I unplugged the data ribbon so that bms doesnt drain the first couple of cells
 
Still not clear to me what is flashing, your bms or your charger. I'm assuming you asked about the charger led's, but then you discuss the bms as well.

I have a funky cheap charger, that no longer completely shuts off. At the end of charge, it makes a clicking sound, and the red led flashes. Green never goes one anymore. I figured it would not last 2 charges like that, but it ended up doing hundreds and still sort of works today. It doesn't overcharge though, it's going on and off I suppose, but at low amps. You'd think that switch would die.

As for balancing slow, that's some of your cells getting lower capacity relative to the other cell groups. Likely the same cells that light first are the ones that lose surface charge fast? losing the surface charge quickly, the bms stops discharging that cell, which is indicated by the light going out.

Typical of a no longer new ping, but not to be worried about too much, unless you lost a lot of capacity on that cell group. 10% loss after a year or more is not so unusual, though in many cases it will do better. Just depends on how you did on the cells you actually got bingo/lottery.

I

Its the only two led lights on the CHARGER that are flashing. Its something I have never seen before.
 
did you buy a voltmeter and measure the gate voltages while it oscillated? you also need to establish if the current is oscillating too. none of what you described is useful info. we need something to work with.
