Questions about shipping large quantities of laptop batteries - 18650

So I've got hundreds of lbs of batteries from retired laptops (cells have not been removed from the battery packs) from a local business, maybe somewhere between 50-100kwh worth. I built an awesome ebike battery with some which looks like it will last me a decade, but I have an insane amount left over. I'd like to try and sell them, but finding a local buyer where I am will be difficult.

So if I were to ship them, does anyone know the regulations behind shipping large quantities of batteries? Is it even worth trying to do this or just take them to a scrapper? It would be a shame to see them all go to waste, but I've heard the fines can be hundreds of thousands of dollars if there is a problem. What would you all do?
 
Shipping through a trucking service or gig-economy delivery service no worries, maybe $100-250 depending on distance.

Otherwise you need to ask each carrier what their requirements are - ground only, for sure.

Def discharge to storage voltage.

Or just sell "local pickup" only.
 
AFAIK: 100wh or less - absolutely no problem, even legal on airplanes.
300wh or less - can ship ground
>300wh - must be shipped through a HAZMAT certified firm - potential fine $50,000
