Regen Activation and BEMF Voltage

Does the automatic coast regen (When you release throttle) only activate if there is enough BEMF to put the regen current into the batteries. If so then if you have a 44v battery and have regen set for a 72v system then you will have to reach a higher speed in order for it to kick in. In my case between 25-30mph on my 5303. If i program my controller regen to match my battery it should kick in at a much lower speed right? Because it wont have to wait as long for the motor to build BEMF. It can build it in alot fewer rpm than at 72v.

The only reason why its programmed at 72v is because i switch between 44v and 66v but since 44v is going to my main voltage would you keep it at 72v just so you dont have to program it when going to a higher voltage or set it at 48v.
