UPDATE: Problem solved, I had a small 3 inch gear puller that wasn't quite long enough. I made some longer plates for it and used the 3 jaw puller on the brake rotor near the mounting bolts and the axle and the cover pulled off fairly easy.

The "cable side" side cover came off no sweat and I've bolted it back on.
The "brake rotor" side cover wants to pull the whole axle/stator with it when I try to pry it off. Is there a circlip or something I am missing?
