What is this tool???

i have a wonderful charity shop near me....full of all sorts of electronics, junk, tools, bikes etc etc....

i bought this the other day....mainly becuase it looked funky and i hadnt a clue what it was.
its like some sort of crimp or cutting device.....but for what im not sure

any ideas?

I think it's an old crimper; the disc in the front is likely some kind of cutter you rotate around the wire to remove the coating.
 
That tool is for setting the kerf width(outward angle on the teeth, also known as "set") on a crosscut hand saw.
