The plan is to build a better version of the E-GO Board

I have $700 to spend, and want to achieve these goals:

4 Mile Range
10% Inclines
15 MPH

Here's the current part list, totaling about $602

DECK: Globe 41" Longboard $80 Shipped
MOUNT/HARDWARE: Enertion Pro Single Kit $273 Shipped

MOTOR: NTM 2400W 270Kv
ESC: 100A Hobbyking
BATTERY: 4500 mAh 6S LiFePo
CHARGER: Accucell 6
PSU: Hobbyking 105W
MISC:Cables, Etc
Hking Total:$201 shipped

CONTROLLER: Nyko Kama $20 Shipped
RECIEVER: Austin David Wiiceiver $28 Shipped

My dad has a soldering Iron and Soldier.
As for mounting the battery, I plan to attach a metal enclosure (Already have one) with screws or Sugru if that'll work.

Looks good but for $700 and you don't necessarily need the extra power + don't want to go up hills. Yuneec E-go seems more around your route $699.

If a DIY setup is what you want -- setup looks good. For a DIY cheapest isn't always the best solution. Accucell 6 and a HK 105W motor will take a while to charge + Accucell 6 doesn't last that long as a reliable charger.

What specific 100A ESC are you using?

19.2V for LifePo4. 22.2V for LiPo most likely won't make too much of a difference.

I think I might just buy the E-Go. Thanks Torqueboards.

If I do go DIY, I'll spring for the Enertion Battery with built in BMS and quick charger.

As for the ESC it's just a Hobbyking 100A http://hobbyking.com/hobbyking/store/__35679__HobbyKing_100A_ESC_4A_UBEC_US_Warehouse_.html
I'm unsure about the braking capability. I don't know what to look for. I might switch it for a Car ESC but I'm unsure about having the fan.
