Testing relative IR of batteries for matching, feedback reqd

Hey ES'ers can you provide feedback on this testing process?

Is this enough to group like cells?

I am doing this on used Konion cells.

1 - Charge batteries to 4 v or so.
2 - Set charger to discharge to 3.5v at 2a (these can be varied)
3- Discharge battery until completed.
4 - Let batter sit for 10-15 minutes.
5 - Measure voltage.
6 - calculate delta from discharge v (3.5) to v after sitting (3.60, 3.65, etc).
7- Group batteries by delta for pack building.

From what I understand the delta v can be used as a relative comparison of sag, thus cells of equal IR are grouped.

For the last couple of years I have been building packs by following the lengthy process of, charging, discharging, capturing discharge data and then matching cells.

If this is a good process it is quicker and easier.
