Welding steel bicycle Frames

I am modifying a steel frame to lengthen it by some 10 cm to get 48V 20Ahr. battery into frame. The lithium battery is only 70 mm thick.
What is the best/easiest way to weld bicycle frame steel and can anyone suggest a reasonable welder happy to do this small job in the Sydney, Australia area.
 
Having now constructed the frame I can state that using a gassed good quality MIG welder using 0.8 mm wire was very successful. Using a gasless cheap MIG welder was hopeless, but I must acknowledge that I am far from being a good welder at the moment. Anyway hiring the gassed welder for a day was all I need to weld up the frame.
