Will a 60v motor and controller work with a 48v battery and how good will it work?

I only have a 48v left and i dont want to buy a 60v one

It will run lower RPM and power but should all work fine. If the controller has a low voltage cutoff, it may trip off much before the battery is exhausted. It possibly can be adjusted to correct that.
