Chopper? Crank Forward? Beach Cruiser? Low Seat

Want a electric bicycle for a old female 5' - 5", 145 pounds, 29" from crotch to ground with shoes on. (short legs)
Seat must be real low so feet touch the ground when seated.
Easy to ride / Good handling.
20 MPH or slower.
No hills.
$100 quality bicycle is good.

Prefer electric bicycle not a kit.

Putting a hub motor on the front or back should be doable. I see issues with the brakes. Chopper only has a rear coaster brake. I don't see any place to attach a front calliper brake. Since seat will be low rider could assist the inadequate brakes with shoe leather.

If you put you foot down while the bike is still moving along, here's what happens: You're already slowing down with the brakes, and the brakes are slowing the entire bike/rider unit. If you put a foot down and transfer your weight to it, the brake then only needs to slow the bicycle, which is much lighter than you. The amount of braking force that was slowing the bike and rider at a controllable rate will be sufficient to bring the bicycle alone to an abrupt halt. Meanwhile, your body's momentum keeps you in motion, until you whack a delicate part of your body on the handlebar stem of your suddenly stopped bicycle...ouch!

OMG, I love these. I have been thinking about just such a project. Some sort of a low rider/chopper style cruiser. Love them. Thank you for trying different models and all the information. They look wonderful.

How old? How good is her balance? If she's quite old and/or not good with balance, a tricycle with 20" wheels all around might be better for her. Top speed obviously has to be limited to 15mph or less for safety.

Seat is low and moves front and rear with 3 positions. Seat could use a little extra padding. I like the low seat.
 
How do these bikes go for rear dropout width? I have a 150mm rear geared motor....
 
Did some work on the Spyder this past week. Added an electric hub, saddle bags and rear rack. LOVE this bike :)
