Sounds like it could be mechanical to me. I would start by inspecting the throttle mechanical parts. Look for worn spots on the linkage where it might be sticking . But I also could be completely wrong. later floyd

A photo of the controller might help or link to the controller. As none of the photos showed phase wiring. Does the controller have three bolts mark W,V,U?
