Looks like they're still praying for VC money.

8 years is a long time for “Beta” testing (unless they found major problems ?), ..but i suspect the reality of finding sufficient investment to start up a a production facility for a niech market product that is using much unproven/custom technology.
….and then there is the boogy of Hydrogen availability !
