I am trying to program the BBS02 for 9 ssist levels. I have flash write twice with a laptop, but display on the bike still shows 5 levels of assist. It is 850c. The bike display settings don't offer a selection for 9 levels.

Unfortunately you're limited to the 5 levels available via your 850C display. The controller's 9 levels are mapped to 5 levels:

Most of the 850C display manuals I've come across state the the number of PAS levels is set on the "advanced settings" page, which usually requires a common 4-digit password to enter (1919, for example).

I see a password tab on my 850c display. Do you enter that password to get advance settings?

As in, "Start Password"? If so, no. If you have three dots below the Wheel (size) setting, select those, and then you should see an "Advance setting" row, which when selected should prompt you for the 4-digit password (1919, for example):
