A fun Uphill Bike + Moped?

I want a bike that can offer road access like a moped with tail-lights, lights and everything (A license plate if needed), but removable just in case I want to do some uphill riding and so it has to be "bicycley" enough to be passable in park trails and stuff where dirt-bikes wouldn't be allowed. Are there any bikes that's somewhat ideal for an e-conversion that can provide the functions of both with relative safety (As safe as they get on average for their respective categories)? The kind of top speeds I'm thinking about for road use is somewhere around 40 mph or less.

I'm just imagining taking this thing to the local park trails by using the streets in 'moped mode' and then throwing the road-adaptations(tail-lights, blinkers, license plate, etc.) in a backpack or a compartment to transform it to "mountain bike" mode when I get to the park/trail/what-ever. That kind of versatility just sounds awesome.
 
You could fit a front cowling and rear fenders on a normal build, and remove them for the lighter weight slow days.
