Balanced battery charger 101

Hi, i would like to find the principles behind the balanced chargers, technical info, example schematics,...

i need to build one with some specific requirements.

What requirements? The smart one's hook up to a pc or can be ordered set as you please. Mine was $25

Typical unit provides lvc (low voltage cutout) and watch's all the cells individually. If one gets ahead of another while charging, they cut the charger and discharge that cell till it is inline with the rest. Often an led will show which cell is being discharged.
