BBS02 needle bearings

I’m overhauling our BBS02 after 15,000 miles. Other than replacing the clutch and keeping it lubed I’ve not had any issues. I’m stuck on the needle bearings. I got them out with hammer and screwdriver and pushed them in with a DIY press (bolt, nut and washers). Unfortunately I couldn’t get the shaft to go in all the way. I can’t see any obstruction. I removed the new bearings (now trashed) and bought another set. I haven’t found anything on the web about this. Any suggestions (preferably based on having done this before)?
 
Pretty sure i needed no DIY press for any of the bearings. More likely just knocked it in w/old bearing+hammer.
You can feel/hear it once the bearing bottoms. Might be the bearings can't cope with bolt+washers+nut method.
