Which specific BMS? (different ones may have different meanings, the manual for it would tell you, if it has one available anywhere).
The LEDs could indicate that a balancer has been turned on for that channel, meaning the cell is over-full and being drained; often the BMS turns the charge port off while these are lit, so the charger would indicate is has stopped charging. If so, then once all the cells have reached full an finished, either all the LEDs will turn on, or all will turn off, depending on the design.
Or it could mean that the balancer is done, and that group is full.
Some BMS use different colors for each mode.
What voltage do you read across each cell group's + and -, starting from most negative group to most positive? That will tell you what state each group is in, if it's full, overfull, or not full yet.
What is the problem you're having? We can probably help suggest tests for diagnosis.
