Can you help me understand this controller from the picture?

There are a few things I'd like to know. Where it says Brake: low level. Does that mean it's setup for regen braking at low levels? It also says Max current 28A but the display has the amps at 12A also says it can go up to 20A. I was / am assuming that's 12A per wheel also assuming it has a second controller for the front motor? The front motor wire appears to go to a second controller in the battery base housing, I haven't taken it apart to check. Are these decent controllers?

Low just means you signal to the controller that the brake lever is pressed by connecting the signal wire to ground. High means you signal that by connecting the signal wire to +5V. It doesn't mean anything re having regen or not. On some controllers that just cuts out the throttle.
