Clamshell/bucket 2nd rack compatible with battery rack? Lightweight battery racks?

Looking to do a hybrid bike build with a 20ah downtue battery and another 20ah? Rack battery, but I need a clamshell locking rack or bucket rack that can fit over the rear battery rack. Also are there light options made of aluminum, carbon etc for battery racks?
