I'm going to guess its a low-budget exercise by a film-school student. I'm certain theres a deep message somewhere in there, but I wouldn't blame all Brits for "art" like this.

A Wagnerian Rant against the NON-joys of cycling in London (how badly motorized traffic treats cyclists). I worked with a guy who had previously been a cycle-courier in London. He said that most of his fellow couriers developed bronchial diseases because of the air pollution. That was before the Congestion Charge lowered the traffic. I guess it's not that much better now.
