A couple years ago I bought a 48v 20 Ah LiFe battery pack for my scooter from Ping battery in China. It started dying prematurely shortly after getting it. Over time the guy who sold it gave me instructions on how to test it and try to remedy it. He figured it was a bad cell that discharged much earlier than the rest in the pack thus the BMS cut off the voltage too early. In the end he sent me a new pack which has been fine. I still have this original one and it would be great if I could replace that one cell and salvage the whole pack since these battery packs aren't cheap. I called a few places in the city that dealt with batteries and electronics to see if they do anything like this but nobody could offer help. Any ideas?

There's a number of threads about replacing cells in Ping packs (and other repairs to them). Not everything in this list is relevant, but you can probably find the ones that are easily enough:

https://endless-sphere.com/forums/search.php?keywords=ping&terms=all&author=&sc=1&sf=titleonly&sr=topics&sk=t&sd=d&st=0&ch=300&t=0&submit=Search

You could narrow it down a bit by adding "repair" or "problem" or "cell" to the search, cuz there are a lot of threads with Ping in the title. :)

Searching for the ones Dnmun posted in would help, too, since I know he helped in a number of those.

Your best bet for new cells is to contact Ping directly to get them.
