the part with paying 1000$ for having some tracking systems removed while a simple gps-blocker or removal of the i/o port to the sky-"hook" would have served the purpose just as well-
I get the scheme, the german highways got equipped with optical readout equipment to check if all vehicles have their autobahn-tags on and activated, in betweentimes it runs a scan of all and any signplates if they are sought for and the data is stored for yet undefined time and can easily be used to track-back one´s movement if law execution wants that.
but a comfortable leasing scheme that will end up in a full range of varieties including also anonymous prepaid schemes like in the mobile phone market anyways, there are allready some interresting potential synergy effects in such a combo.
i can perfectly understand why someone wouldn´t want to have his vehicle fuel of the same supplier as his cable, mobile, internet, mobile broadband an d landline telephones and electricity and also gas and water, but nobody will have to, there will allways be a choice of providers and payment plans including anonymous prepaid or simply by using some gift card.
