Hand tool battery & charger issues

I'm new here and not sure this is the correct place to post this issue.

: My cordless hand drill uses an 18v battery. I have two of these batteries and a charger to keep them charged. Both batteries are totally dead and will not charge. The charger is producing 41 volts ... obviously much higher than its suppose to be.

How can both batteries be dead (0 voltage) and what would make the charger put out 41 volts?

I'm guessing the faulty/broken charger took out both batteries. If you're lucky, the BMS's tripped. I think there are some videos about resetting the BMS on Bosch batteries.
 
I was able to jump the 2 bosch batteries into a state of positive voltage. Both will power the drill to a degree. I won't be leaving the batteries on the charger at all. So maybe the batteries can be saved, but this charger is not right.

Any one knowledgeable as to what would make this charger put out 41.?? volts when it is supposed to be rated at 7.5v to 24v?

Can it be fixed?
