Japan to sack top nuclear energy officials

TOKYO (AFP) – Japan will sack three top energy officials over their handling of the Fukushima atomic disaster and scandals that have eroded public trust in the country's nuclear policy, the government said Thursday.

Banri Kaieda, the minister of economy, trade and industry, told a press conference that he was planning sweeping staff changes at his powerful ministry, which both promotes and regulates the nuclear industry.

Kaieda said the reshuffle aimed to "breathe new life" into the ministry.

He signalled that the changes will include his ministry's top bureaucrat, a vice minister, and the heads of the ministry's Agency for Natural Resources and of the watchdog body the Nuclear and Industrial Safety Agency.

"Regarding the personnel changes at the ministry of economy, trade and industry, we have been discussing that for about a month," Kaieda told reporters. "It will be on a significant scale."

When asked whether the changes will include the top three energy officials, Kaieda responded: "It's OK for you to think that." He said the changes would be officially announced later, without specifying when.

The three senior government officials will be the first to lose their jobs over the nuclear crisis, although a reconstruction minister stepped down after causing outrage with his scathing remarks to leaders of tsunami-hit regions.

Japan's magnitude 9.0 seabed quake and tsunami caused the world's worst nuclear disaster since Chernobyl 25 years ago at the Fukushima Daiichi plant, which has since leaked radiation into the air, ground and sea.

Since the March 11 disaster, the ministry has come under in for criticism for its decades-old heavy promotion of nuclear power, and for seeking to manipulate public opinion by planting questions at open talks.

Kaieda's comments followed a news report that he and Prime Minister Naoto Kan were in the final phase of talks about personnel changes, and that Kaieda himself was considering resigning soon after he dismisses the top officials.

The minister, who has been at odds with the premier in recent months, showed the personal pressure the nuclear crisis has put him under when he burst into tears during a recent grilling by opposition lawmakers.

Kan, a former grassroots activist, has advocated a nuclear-free Japan and criticised the ministry, which has formed cozy ties with the energy industry. Power companies have given cushy jobs to many retired government officials.

The public has grown distrustful of Japan's nuclear policy amid the crisis at the nuclear plant, run by Tokyo Electric Power Company (TEPCO).

Anger has intensified in recent weeks after media reported that the safety agency had asked power companies to mobilise their workers and contractors to plant questions in support of nuclear energy at public talks.

The nuclear safety agency, which should regulate but not promote nuclear energy, said it would create a third-party panel to investigate the matter.

Kan is planning to split the watchdog agency away from the industry ministry to boost its independence and regulatory strength.

It would become part of the environment ministry, according to a proposal drafted by Goshi Hosono, minister in charge of the nuclear crisis.

The UN atomic watchdog, the Vienna-based International Atomic Energy Agency, in June stressed the importance of "regulatory independence and clarity of roles" after officials visited Japan's tsunami-hit atomic power plant.

My theory is that the window glass and shiny paint jobs of the millions of cars that Americans drive reflect so much light back at the sun that it caused an increase in solar activity this year, which directly resulted in the higher temperatures we've seen.

Whats worse about the whole situation in Japan people seldom realize that the threat is not only there and as time passes it will eventually reach here and Japan needs help and no one is really helping them its sad and they are very technologically advance than the U.S so if it happens here who will help us in our time of need if it happens here especially if it happens here and what will become of the U.S if were crippled like japan is and who would help us then ? We as human beings need to pull together and help each other when in need cause if we all put money even a little bit of money together in the U.S we could do so much more and accomplish things much faster cause we as people now still remain divided with petty differences, if i was rich i would sacrifice allot of money to help them while staying afloat and ask nothing in return

All of what you said really goes without saying but I'm glad you did because some electrical geniuses here lack any kind of common sense. High levels of radiation contamination has been reported all along the US westcoast and Canada (as far as Toronto) and the meltdowns hasn't even been contained yet so it's an on-going pollution that will soon cover the globe... but people on this forum think they're exempt. "Better you than me" is that attitude I'm getting here, and they think fear-mongering is a good idea, you know who you are..Keep up this attitude and we shall see how much your attitude will change soon enough.

Its messed up no one is helping Japan like they should People are so selfish I bet if America was going through this i bet we would of had some control over the contamination than japan does but in less time ! The governments can pour millions upon millions of dollars building weapons of mass destruction,research and development on bio warfare etc but when a whole society of people are in danger or possible being slowly wiped out people in their high chairs just turn the other cheek and that is just down right cruel and inhumane but i just wonder what is the real reason no one is really helping? Japan is the most technologically advance country in the world if they are having a hard time when this catastrophe has happen to them who will be there for anyone here or other parts of the world or is just we will help the countries with more money , power, more to offer in return or to let them weaken for hostile invasion which one ? it was kan who ordered TEPCO to flood the reactors on the morning of the 14th at 4:15am, and took control of the company when he went to the boardroom that morning at 5:30 am. he might have been the only man in the guvment who could stop TEPCO from making it even worse than they had.......so they sack him to bring in a neutral numbers man, but they still do not have control of the reactors. and the seasons have begun to change.

you guys need to put the exposure numbers in context of reality, not your fantasy. the real people affected can see how badly the exposure surveys are, the randomness of the radiation readings so close physically. yet that is the difference between evacuation to a hut, or continuing to live in your own home.

Yeah, i just don't get why Japan's allies or even foes aren't offering any real help...

maybe it's understood within (only within) the nuclear industry that there's really no such thing as a standard emergency operating procedure for a nuclear crisis. And it's understood that they're gambling with every living thing on earth knowing full well that nuclear accidents is a no-win-situation.. maybe it's understood that instant gratification of having energy on-tap is worth the risk of destroying the planet while us pro-nuclear people sleep well at night cos we have full confidence in these corporate scientists to keep us safe.

It's pretty obvious now that the nuclear industry never had intentions of burying their nuclear waste like they showed in their 80's scientific animations. Has anybody actually seen these deep tunnels? They were just piling the spent fuel rods all on-site, ABOVE THE REACTORS of all places. That's their ONLY solution? Just keep the toxic waste in the attic? Out of sight, out of mind? Pee on the meltdowns? With only one hose? Build the reactors on a fault line? No redundant back-up. Or back-ups? Running around in only tyvek suits? Is this the best that Japanese scientists have to offer?

I'm going to be nice and just blame it all on good old fashioned greed.

EDIT: BTW. I keep hearing the word "decontamination", that it'll take this amount of time this amount of money to decontaminate... is it even possible to decontaminate soil and water? Has Chernobyl been decontaminated? Can people lay on the grass in a Chernobyl park without a second thought now?
 
Due to Japans long history with earthquakes and tsunamis, the public in general are very responsive to warnings. However, it is my understanding that there was very little time between the earthquake and when the tsunami hit most areas.

First of you fail to realize how much this affects everyone not only Japan,Second you can't always believe what you read for the reason that the real crisis has been diluted meaning that they don't put all details of the situation in the media or the paper , Also i know some of the " Real People " being affected i have family in japan is that real enough for you :!:

Anyway as time passes the dangerous or permanent affect on our planet is still a very real threat all i ask is people anything helps even a little bit. Cause as we know their way of life, food ,water etc are being affected and the land to live on is being contaminated and as you know might even be unsuitable to live on as time passes.

my point was, and has been, that it was the action of prime minister kan, acting as prime minister in taking control of the reactor and ordering it to be flooded with sea water even though the operator had refused until then because of the corporate executive lockjaw that resides within the organizations, both TEPCO and the regional and state guvments and the nuclear regulatory arm.

i don't think people realize how important it was for him to order the tokyo fire department hotshots onto the scene and the single most important development was the introduction of the high lift 60 meter boom concrete pumper and their ability to finally put water on the reactors after they had lost coolant. this was so important.

yes you guys have widespread contamination with cesium which will make large areas unusable, but thousands will not die as you have imagined when thousands died in milliseconds 65 years ago. that is the vertigo inside the psyche that feeds this idea of hysteria you exhibit, imo.
