Hub Flange Spacing is measured....?

Haven't been able to find the answer. Is the hub flange spacing measured inside to inside of flange, outside to outside of flange, or center to center of flange? Trying to prepare for ordering spokes on the 5404 motor. I have the ERD. I can measure the hub flange diameter (center to center of spoke holes). I think I can find the diameter of the spoke holes by using drill bits. Anyone?
