Mini-Motorcycle frame choice

I want to build fast ebike that is capable of sustaining 55mph and surviving well in traffic on my commute. I purchased a QS205 3.5T in a 17" moto wheel for the power and I plan to run it with Statorade and hubsinks on a Sabvoton controller with 72 or 96V of lithium batteries. I basically want a Zero without paying 10K+, or neededing to go 80+MPH.

After I pick the frame, suspension will come next. For an on-road bike, does fancy suspension mean as much? What would you suggest for front triple clamp forks and rear shock?

Yes, I plan to register and insure it as a motorcycle, even though it'll have the capabilities of pedaling, the law here in Virginia says anything that goes faster than 30mph is a motorcycle.

Any suggestions?

Appreciate the feedback thank you! I'm still waffling on what to buy. I like the carbon frame's looks and ergonomics, but I worry about it's long term durability. For the difference in price between the steel and carbon frame, I could buy an Adaptto, so that's pretty compelling.
