I want to build fast ebike that is capable of sustaining 55mph and surviving well in traffic on my commute. I purchased a QS205 3.5T in a 17" moto wheel for the power and I plan to run it with Statorade and hubsinks on a Sabvoton controller with 72 or 96V of lithium batteries. I basically want a Zero without paying 10K+, or neededing to go 80+MPH.
I'm trying to decide on a frame that is well suited to high speed commuting, right now I'm looking at these two: Standard Steel "Enduro style": http://www.ebay.com/itm/222205688393?_trksid=p2055119.m1438.l2649&var=521103331305&ssPageName=STRK%3AMEBIDX%3AIT

After I pick the frame, suspension will come next. For an on-road bike, does fancy suspension mean as much? What would you suggest for front triple clamp forks and rear shock?
Yes, I plan to register and insure it as a motorcycle, even though it'll have the capabilities of pedaling, the law here in Virginia says anything that goes faster than 30mph is a motorcycle.
Any suggestions?
