Motor controller mosfets

I have singled out 3 mosfets that run directly to ground/earth on a continuity test,
the controller is a 15 mosfet controller 2 speed, 60v 2000w
I think they have multiple mosfets for each motor phase,
The controller shows resistance to earth for 2 windings and straight continuity to earth/ground for the 3rd winding,

I belive the mosfets for the yellow phase are blown. The 3 mosfets are directly next to were I sparked the controller, when removing it from its case.

These are the only 3 mosfets on the board that show no resistance to earth (continuity to ground/earth)
I assume they should behave the same as the others,
They seem to be placed in a pattern of 2 negative mosfets followed by 3 live mosfets then another 2 negative mosfets and so on, the final 3 go to earth

Can any one shed light on if this is a sign that the 3 mosfets that run to ground are the ones to be replaced

Or can someone point me in the right direction for a new controller that will run with just the motor, hall and throttle, that can have the key bypassed
