New battery will not take a charge

I just received a new 16Ah 36v battery, with charger, and it seems to take a charge at first since the red light will come on on the charger. In about a half hour the light turned green. So thinking the battery was charged I hook it up to the bike and there is nothing. I measured the voltage on the battery and it measured as 24 volts (it's a 36v batt) but then quickly dropped to about 3 volts.

I again plugged in the charger, got the red charge lite, then green in about an hour but still now power from the battery.

I am certain it is not a case of a blown fuse (there is no fuse) or disconnected output or input wiring. This battery does have balancing circuitry in it's box.

Is there some trick to getting this kind of battery to take the first charge? Thanks for any advice.
 
might try posting this in the battery tech forum here. Also describe the brand name and where you bought it...there are very smart people on this forum
 
Many possibilities exist, incuding the oops, I thought it was really plugged in kind. One possibility is a bad, or broken connector. Step one is to start looking to see if there is good voltage before and after each thing with a voltmeter. But you know that. The next most likely thing is a defect like the bms or the charger. Hope you bought from a good vendor, it looks like you get to test out his customer service.
