Perpetual motion is impossible and yes, you are inviting some people who understand electric motors like the back of their hand to jump on your case here :p

Doesn't sound like he is claiming perpetual motion. Seems like all that is being said is, you can charge your batteries (via regen) when accelerating, not just decelerating.
 
So let me get this straight. He spins up the motor, creating a magnetic feild in the generator in the process (this takes energy), then he "reverses the polarity of the feild" and releases that energy back. That will either accelerate the system, or charge batteries.

Wow. Yawn.
