All RC motors can regen, that's a controller function.

Near zero drag with such a large reduction is going to be tough. This is why most geared hub motors include a freewheel - the friction of the gears always makes a large contribution to the total rolling drag.

Using two gear reductions will increase this drag significantly.. you will absolutely end up with a freewheel at that point!
 
Yes, a motor "with regen capability" in my mind just meant without freewheel sort of thing. And "near zero drag" meant direct drive (no gearing at all), thus requiring large diameter, numerous pole count, and ideally axial flux coreless.. I cannot see why it would not be feasible, just a matter of how heavy and how expensive it will be, as it requires thin tolerances and large diameter bearings when I want to install it on one wheel side against the sprokets, and around the wheel hub, so it could fit any bike with disk brake.
