Shimano "non-turn washers" as mini torque arms?

In working on my Nexus 7-speed rear hub tonight I had to page through the manual a bit. In the manual I saw that Shimano makes a variety of "non-turn washers" to accommodate for different dropout angles. These anti-rotation washers are necessary on internally geared hubs because the shifting mechanism and the roller or coaster brake if specified are indexed to the axle, and thus the axle needs to remain at a fixed angle.

Sound familiar?

The main (and significant) problem with my mini epiphany, now that I think more of it, is that the Shimano axle isn't the same size, thus negating its off-the-shelf advantage. The Shimano axle's round portion fits within the 9mm width of a standard dropout, so its flat section must be more like 6.5 or 7 mm... A shame. Otherwise, this could have been a decent solution. I believe eZee uses washers similar to these on their own e-bikes.

Good, but not sufficient, also, not big enough to go over ebike axles. I use them on my SRAM rear hubs (10mm?), and they wouldn't go on the (12mm?) WE axel.
 
The WE axel, I believe, is 14mm. I know because I was looking for pegs that would fit it.
 
Yes, it is an odd size. I had to buy nuts for it and drove all over town before I found them. Metric Specialties in Burbank had them. When they found out I only wanted two they just gave them to me.
