Shorter board=tighter turning?

I'm trying to work it out in my head--if the trucks are closer together/board shorter, will it turn sharper?
 
YES, sort of.

Say if you have a short board with really tight trucks VS a longboard with loose trucks, the long board can probably turn better, tighter turning circle.

So Primarily turning circle really comes down to how loose/tight the trucks are. So if you want the best turning circle you need short wheel base and really loose trucks.

I think it is worth pointing out, short board with loose trucks, will be much more responsive (you could also say, jittery, erratic) at high speed. This can also make them more prone to speed wobbles also. So it can be very hard to ride at high speed unless you are experienced & confident rider.
 
Keep in mind also there are varying degrees of truck lean angles too. For instance I have trucks that range from 55 degrees to 44 degrees. A 44 degree truck is inherently more stable at speed but will never be able to turn as sharp as a 55 degree truck regardless of how loose it is.
 
Trucks for mini boards are typically very steep. Combine this with the shorter base, and they are as twitchy as all hell. This can be great. It can also be painful.

Short boards inherently require more control in your stance and balance to ride smoothly. Generally though, yes, they turn sharper. They are also much more likely to flick out forwards/backwards under you than a longboard is. Don't take this all as a negative though, I have a sweet little mini model I produce that is possibly my favourite ever, it's an incredible experience to ride and carve on because of the shorter base.
