Should you ride your e-bike when the motor is turned off?

On the manual of my 8 year old e-bike that had lead acid batteries (now changed to lithium ion batteries) it's stated that you shouldn't ride it when the motor is turned off. Why is that? Is it because of current flowing to the battery?
 
What ebike model and brand is it, or is it some bad english translation?
Purpose of ebikes is to pedal or not, motors dont care.
 
Only possible problem would be it gets harder to pedal, if the motor is direct drive type.

To pedal the bike with the least resistance, turn it on, and give just a tiny bit of throttle to make the motor drag go away. This will not use up the battery enough to care about, but make it easy to pedal.
