I just bought a stand up scooter that has only has two settings, eco and sport. Same speeds (21.1mph), but sport has a lot more torque/acceleration. It also has a beast mode, that functions similarly with the two settings, but no speed limit; and way more torque. It seems like when using normal mode, the eco setting should provide noticeably better range if you have a lot of stop and go riding._Jo, what exact controller do you have?
I still see some cheap controllers with the 3 speed switch.
One of my bikes has one that you can program each of the 3 speeds for different current limits (and speed limits). I have all the speed limits disabled and just have 3 current limits. This works well in practice. The lower limit will keep the motor from overheating longer (and be in the legal range).
