I just bought this wheel, used (32H hub and Mavic X221 rim)
I overlooked that it has no axle as you can see in the right side picture.
Whatever is in it now, is flush to the ridged stuff, on both sides.
It is 9mm inside-diameter hole, I see that some through hole axles are 12mm and 15mm. Which is what I thought it was when I got it home.

More searching reveals Specialized Stout hub, is a 9mm through axle.

Left side picture shows a 36H hub that was on my bike yesterday and salvaged.

What I ended up doing is swapping out the axles from my salvaged hub, into the Specialized Stout hub. Spinning reveals that is is not smooth. Might be missing a ball bearing, or the ball bearings are different sized, hence the cups wouldnt match. This Stout seems to be a pretty unique hub.

I will ponder it some more and get back to you on the bearings. Pizza time.

The hub was made for Specialized in Asia. The design was good but the assembly wasn’t, most of the time. The skewer is proprietary, you can buy it only from Specialized. It is described as ‘dowhill hub’ on your ebay link, whitch it isn’t. Modern DH front hubs are 20mm through axle, and all DH forks are made for this standard for quite a while.

If you buy the proper axle/skewer and new bearings. you can make it spin good and last very long. The assembly mistake was that it was closed too tight against the bearings, making them wear very fast if used without proper adjustment. Those that were tuned at Specialized sales points before delivery to the clients, are still running good and reliable.
