Most speed limiters from Chinese scooters can be removed simply unplugging one connector from the controller. Windgoo, definitely doesn't sound American. It will be a single wire. Not familiar with your model but take a look under the deck and see if there is a single wire connector from the controller and unplug it. Just know that range will decrease with your new found 5mph. Again I'm assuming you have a top speed currently of 15mph and this will get you 20mph but without knowing anything about your model I'm only guessing.
