It has an overspeed crank i.e. the chainring is rotating faster than the crank is, not just a freewheeling crank.
Edit....Just counted, it's about 2.8 ish times the crank speed, with a 20 tooth driver
 
Dang...that spline is tiny. That's going to make retro-ing a brushless motor harder. I'm guessing the wire coming out is a torque sensor.

Wow, very unique bike frame....anyone come across it before ?
Was it a prototype or were there numbers of these made ?
But, it is so similar to the Aprilia Enjoy, it could almost be a copy !
Brush motor, spline drive to a custom crank assy, torque sensor, and even the "over gearing" of the chainring !
 
I was staring at a logo on the frame before researching it...and sure enough, the frame is made by Giant,and sold as the LaFree brand. Seems like it would be fun as a low power city bike.
