throttle modulation

I just replaced my Golden Motor with a 600w BMC. I'm happy with everything except the throttle modulation. It's not smooth like it was with the GM. It's almost either on or off. After 1/3rd throttle it's full blast (26a), twisting it further makes no different.

Do you think a different throttle would help or are they all the same?

resistor or hall type throttle?

I had to get another controller as the GM one doesn't work on 120* motors like the BMC. I went with a 48v/30a one from Keywin but stuck with the old GM throttle. I don't know if it is a hall type or a resistor type. Is there a way to tell?
