This happened recently on a DriftHero 5kw emoto but I expect that this generally applies to twist throttle machines.
After a wreck that skinned up the throttle end of the handlebar thr spring action wasn't working well. The throttle often didn't roll back to zero when released. The cause of that was simply that the whole throttle assembly had been pushed up the handlebar a bit and the end of the grip mechanism was binding on the handlebar. To fix: Loosen the throttle assembly and push it out toward the end of the bar about a centimeter and retest.
