Ratios in speed are percentage of the phase current which equals to torque. More phase current = more torque.
You have to raise the ratios in speed for the lower rpm values.
Do you use a 3-speed switch? If not set the low and middle speed values to 100% to be shure you always have full power and are not stuck in low or middle gear.
