Uk IMPORT CHARGES (hub motor)? Ebay?

I have bought lots of parts from China and never got charged Duty, maybe I have been lucky or the UK customs just cant read the Chinese customs declaration!
 
I've bought loads of motors from China. I'm getting caught for duty nearly all the time now. The normal charge for a motor is about £15. If you get a battery as well as a motor in a wheel (i.e. a full kit), it can go up to £40.
 
In my experience duty has a lot to do wth the carrier used. FedEx charge most often, then DHL and UPS. You don't just get charged duty, the company has a handling fee.

Go to the customs site, it has tables showing duty rates. If you have to pay VAT it is charged on the item price with shipping AND duty (yes, you pay VAT on the import duty).
 
I got stung for an extra £15 worth of VAT, duty and fees on a £35 (including postage) cable from Canada :(

A lot of stateside ebay suppliers are now charging at checkout, it seems to be a serious attempt by Customs and Excise to get all duty payed at source. It's linked into the ebay/paypal shipping policy (now tracked, timescales to meet) which is pushing overall prices upwards. Another change is starting too- more reprisals and consequences for suppliers who don't get all 5 star ratings. Suppliers like Grin are made to use the expensive shipment mandated by ebay rather than basic cheaper airmail.
 
Goldenmotor Canada. It was the only source for a controller programming cable other than China I could find at the time.

How can a seller charge custom fees at checkout? They would need to be familar with the sales tax and import tarrifs for several countries, which is a lot to expect, and they'd have to pass that money to the relevant customs?
