Without trying to trace the circuit, it looks like a balancing board. Some BMS boards don't have that functionality, so perhaps they separated it.
You could make a schematic for one cell by looking at the board and figure it out.
The large resistors are likely the balancing loads, and there are a few transistors to turn balancing on/off.

Yes , its a balance circuit board.
And i suspect that what they are thinking is a "BMS" in that case, is actually a motor controller for a brushed motor.!
That was a common set up on those Psylion packs.
