Looks like the front wheel was locked up, then a thief loosened the front lugnuts and rolled away with the scooter. Now he's trying to sell it to you.

Does it come with a charger?

Edit: it's a good deal financially. Of course you need a front wheel, but I also think you should plan on a new battery.
