Which European Country to Base A Custom Battery Building Business?

I own a high powered custom battery building business in Israel and was always thinking of reaching other countries, especially Europe.

Since there are strict regulations for shipping li ion packs then I thought of running a branch of it's own in a European country which has the most demand for custom battery packs.

Another question is, if it's any problem shipping li ion packs within the same country it's manufactured on?
Here in Israel you can mail anything in the post office and it's also a very small country compared to let's say Germany or the UK which I have no idea what the regulations for shipping internally are.
 
Each carrier has its own rules, separate from the law / regulations.

Using the "uber for shipping" type services - in this case, just a guy with a car who needs cash - may be a workaround, especially if you build up enough volume.

The regular postal services have become very slow and unreliable with COVID.

Yeah thought of something like that but if for example I choose a large enough country like france / germany / england...there can be customers a 1000km apart which wouldn't work with uber.
 
I don't mean Uber specifically.

Just the "less formal" gig-economy services.

Obviously if you find a big carrier to contract with, which certification process you find reasonable, then you have more choices.

The more lucrative markets are shorter distances, leave Russia to the Russians for now :cool:
