Help making cheap ebike controller fucntion

I was digging through my shed and found this ebike controller. It most likely works I just cant find the "lock" wires to short. I know where the brake, motor phase, hall and throttle wires are I just cant work out what wires to short to get the motor to spin. There is full battery voltage (and current) across the red and orange wire, I shorted the black and orange one (not voltage across it) and the motor did not spin. Im thoroughly confused and any help would be appreciated
unidentified wires are: *the two lone orange wires, the lone black wire, the orange and black and to an extent the red and orange connector.

Perhaps it's meant to connect to a display, which has buttons on it? (including on/off button)
